Budget cuts will limit services at homeless shelters

DETROIT (WJBK) - More than 100 people had to leave the Neighborhood Service Organization's Tumaini Center early Thursday morning due to budget cuts. The cuts are affecting services for those who are homeless across the state.

The cut is a blow to programs helping the homeless with mental health, substance abuse programs and healthcare. The neighborhood service organization will still provide those services but can no longer provide shelter 24 hours a day. Shelter will only be provided now overnight.

"We're really concerned whether people are going to follow up with the mental health appointments, the substance abuse appointments, that we still will be offering during the day," says Sheila Clay, NSO President and CEO.

She's already had to lay off staff because of the Medicaid expansion that should have happened in January didn't happen until April. State lawmakers also cut general fund dollars that were paying for the uninsured. Healthy Michigan money will eventually help cover people, but won't cover everyone.

Clay also says funding for her mobile response team, which picks people up on the streets, was also terminated.

Estimates have put Detroit's homeless at close to 20,000 people, but that number fluctuates.

A spokesperson for Gov. Snyder tells FOX 2's Amy Lange the enrollment in Healthy Michigan is robust and more funding is in Healthy Michigan for mental health. But those looking at enrollment say that money still doesn't cover everything.
