Carjacking suspect shot & killed by police, passenger faces judge

The carjacking suspect police shot and killed yesterday is no stranger to law enforcement.

Court records show that the man had a lengthy record and the passenger in the stolen car made her first appearance before a judge Wednesday.

26 year-old Craig Uran was the driver who was killed by Phoenix Police. His passenger, 23 year-old Jessica Hicks, was arrested after the shooting.

Phoenix Police spotted the two in a stolen car near I-17 & Dunlap, Tuesday morning.

Investigators say that there was a pellet gun that was modified to look real.

Police say that doesn't change the fact that his actions put many people at risk.

"He had at least by my count three allegeable prior felony convictions," said Maricopa County Attorney Bill Montgomery.

The county attorney said those convictions include auto theft and a drive-by shooting case.

Uran was also recently arrested on a weapons charge and posted bail in November.

"So he was out on bail with a violent criminal and facing a likely prison term" said Montgomery.

Which may explain why he led police to downtown Phoenix in a stolen car, pulling into the cityscape parking lot, carjacking an attorney, and left only to be met by the SWATt team and killed in front of dozens of witnesses.

Jessica Hicks was in the car with him; a judge set her bail at 270,000 dollars Wednesday.

"Wait $270,000, there is no way I can be released on my own recognizance on that... I was kidnapped," said Hicks.

But police say she took part in the carjacking and according to court documents "she admitted to having selected [the victim] and [the vehicle] for carjacking after the one [Uran] wanted drove away."

In addition to being booked for the carjacking, police also booked her for first degree murder something her grandfather thinks is too harsh.

"I don't understand the charge of first degree murder ; I don't understand she didn't actually kill anybody," said Dennis Zimmerman.

But police say under Arizona's felony murder law, because someone died during the crime, even it was the suspect, Hicks can be charged with murder.

They also say that Hicks told investigators that while the two were being followed by police the driver, Craig Uran, was using heroin and meth in the car.
