DETROIT -

The first State of the City address for Detroit since the city declared and was allowed into bankruptcy was delivered by Mayor Mike Duggan Wednesday night in the Erma Henderson Auditorium in City Hall.

Highlights of the address include:

  • DDOT: Twenty bus mechanics have already been hired. Twenty more and 40 bus drivers will be hired at the Detroit City job fair Feb. 28-March 1. A request has been made to the White House for 50 new busses, hopefully to be on the street by fall.
  • City parks: Has redesigned the park maintenance system and 150 parks will be open and well-maintained by this summer, giving Detroit kids a safe place to play. He is asking for local clergies and congregations to adopt and maintain 50 more parks.
  • EMS: Says a city this size should have 25 ambulances on the street all the time and we struggle to have 15. Emergency manager Kevyn Orr has approved an order for 15 new ambulances to arrive this summer. Seventy new EMTs will also be hired at this weekend's job fair.
  • Lighting: Says most progress has been made here. Five hundred new LED lights are being put up per week and are twice as bright as old sodium lights.
  • Health: Pushing an initiative to reduce number of premature births in Detroit.
  • Insurance: Dubbed March as "Get Enrolled" month. City will open health insurance enrollment at 5 firehouses. Also plans to start a new insurance company called 'D Insurance' that will give people more affordable vehicle insurance options. He noted when he moved to Detroit his car insurance doubled.
  • Blight: Sixteen million dollars in fire escrow funds will be used to demolish burned out and abandoned houses. The Detroit Land Bank, with the help from Detroit's Law Department, will go after owners of blighted properties.

The address comes less than a week after state-appointed emergency manager Kevyn Orr filed his plan of adjustment to pay creditors while providing money for city services and improvements in the coming years.

Under the state's emergency manager law, Orr controls Detroit's finances. Duggan is in charge of financial matters relating to day-to-day functions of city government, blight removal and some other city operations.

Duggan is a former Detroit Medical Center chief. He was elected mayor in November.

    An officer was hit by a driver believed to be drunk Friday at 8 mile and Alcoy on Detroit's east side.Police say officers were investigating at the scene of a traffic accident when the driver ran through the barricade and hit the woman.She was transported to an area hospital with non-life threatening injuries and the drunk driver was arrested. Police had been conducting an investigation of the original accident in which one of the drivers died. Eight mile is closed in east bound lane by Alcoy.
