A Detroit pastor says he plans to run as a Democratic candidate for the seat in Congress held by longtime Democratic U.S. Rep. John Conyers.

The Rev. Horace Sheffield III is challenging Conyers in the 13th Congressional District.

The 59-year-old Sheffield is the pastor of New Destiny Christian Fellowship Church and the father of Detroit City Council member Mary Sheffield.

Sheffield is making the rounds not only making his candidacy known, but also questioning the abilities of 84-year-old Conyers who has held the seat since 1965. Conyers is the second longest serving member of Congress.

"He has diminished capacity. Everyone knows that and people talk about it all over town. ... The fact of the matter is, he's lost quite a few steps. The congressman is not all there," Sheffield said on the Frank Beckman show on WJR Thursday morning. He's not backing down from those statements.

"I just think that he's tired, and I think that the people who know him know that sometimes he's not even sure where he is. If he doesn't know where he is, he can't help us go where we need to be," Sheffield tells FOX 2's Amy Lange.

But Sheffield acknowledges he has his own hurdles.

Earlier this month, Sheffield was charged with misdemeanor domestic violence involving his estranged wife. The charges stem from a Jan. 10 incident between Sheffield and DiAnna Solomon at their Detroit home. Both have said that they are in the midst of a divorce.

Sheffield says the situation was "precipitous and contrived" and that the whole story will come out in court.

While that goes through court, Sheffield will fundraise to begin the campaign.

Aides for Congressman Conyers did not respond to FOX 2's calls for comment.
