Special Needs Woman Found Chained Up In Olney Basement

Philadelphia Police are trying to figure out how a 36-year-old woman with special needs was chained up to a bed in the basement of a house on the 200 block of Linton Street in the city's Olney section.

An officer made the discovery after arresting the homeowner following a fight that took place with neighbors.

A neighbor later told an officer about an unsupervised child left in the building.  Investigators did a walk through and instead found the woman in the basement.

"This is some shocking news to me. I can't believe it" said a woman that identified herself "Phyllis", a cousin of the homeowner.

 Family members arrived at the house expecting a cookout when FOX29 broke the news to them.

"Phyllis" said the homeowner is the cousin and caretaker of the victim.

 "She took care of her, very good.  Like it was her own flesh and blood child," she said.

The woman was rescued and taken to Einstein Hospital for treatment.  Detectives said the woman suffers cerebral palsy and was found emaciated with bed sores.

No charges have been filed yet in the case.
