PHILADELPHIA -

"He did have tire tracks on his legs, so I believe he was run over on his legs," says Anthony Wright.

Anthony wright is in disbelief and extremely worried about his four-year-old brother Andre.

The video shows Andre with his 14-year-old sister Marie at the intersection of Germantown and Seymour Street. It appears Andre broke away from his sister and ran out into the street as the SUV turned the corner and hit him.

But it doesn't end there. The driver gets out, takes a look, and then gets back in the car and takes off.

It's painful for the entire family to see, but Anthony says it's especially painful for his mother.

"It's really hard for my mother right now. We still constantly struggle with different things as a family, but for this to happen just adds on," he says.

Police say it happened around 4:30 Thursday afternoon. Andre was with his sister Marie walking to a neighborhood store. They were in the crosswalk when Andre was hit. Anthony got the frantic call from his sister.

"I take off down the street and there I see the majority of the neighbors and everybody else coming out to his attention," Anthony recalls.

Anthony doesn't know how anyone could hit a person, let alone a child, and leave them laying on the ground, hurt.

"Just to think of the mindset that the person has or whatever is going through his head right now I completely wish they turn themselves in," says Anthony.

Police hope this driver will just turn himself in, so they can figure out exactly what happened.
