Some people are scratching their heads over a speech on the U.S. House floor by DeKalb Congressman Hank Johnson.
Lawmakers spent days debating a bill about ensuring access to helium because of a national shortage.
"Imagine, Mr. Speaker, a world without balloons," Johnson said. "How can we make sure that the injustice of there being no helium for comedians to get that high-pitched voice that we all hold near and dear to our hearts."

Johnson later said the speech was delivered tongue-in-cheek to highlight the fact that the House isn't working on more pressing issues.
Johnson was elected to represent the Fourth District in 2006 following Cynthia McKinney, who served six terms in Congress.
