Police are working to identify a woman who was hit and killed on Interstate 17 southbound on Thursday morning.
Drivers thought they saw an animal in the roadway, but when the Department of Public Safety arrived at the scene, they found a woman's body near the I-17 and I-10 split.
Bart Graves with Department of Public Safety says the woman was struck by a vehicle several times.
There were no vehicles at the scene when DPS arrived, but a woman later came forward and told officers she had hit a large object.
Graves says the driver claims she didn't know what she hit at the time. She won't face charges.
The lights above the 24th Street exit weren't working which made it difficult for drivers to clearly see the road.
Graves says they are working to identify the slain woman and why she was on the roadway. It's still unclear as to why the victim was walking on the freeway.
The I-17 at 16th Street was closed for almost eight hours.
