DETROIT (WJBK) -- Detroit Mayor Dave Bing gave City Council members a list Thursday.  It's an outline of the proposals he wants them to approve next Tuesday.  Meanwhile, two council members tell Fox 2 they're ready for action.

"The state wants to see what we're going to do and this may be our final straw to make something happen," says Council Member Andre Spivey.

Spivey knows the City of Detroit is down to just two options -- make tough decisions for itself or watch an emergency financial manager do it for them.

Council members have been meeting with state Treasurer Andy Dillon and Mayor Bing preparing for Tuesday's council meeting.  Included on the mayor's list of proposals that need to be approved Tuesday are the Miller Canfield contract, furlough days and bringing in a restructuring firm.

"Council's ready and Dillon knows and we know, the mayor knows, we can't act until it comes from the administration," Spivey says.

"Even if we had an emergency manager today, no one thing is going to save this city," says Council Member Saunteel Jenkins.

However, approving those proposals will mean the city will be able to tap into $30 million from the state.  While that will help, there's a lot more work to be done and cuts that have to be made.

"We may get an emergency financial manager if enough progress is not made," Jenkins says.

Does she think enough progress can be made in just a few weeks?

"I think that we'll be doing our best."

"There is still some hope that if there (are) some signs the mayor and the council can work together, some things can be halted," says Spivey.

That meeting is scheduled for 10:00 a.m. Tuesday.
