"That pay-to-play was horrible," said Detroit's mayor.  "That does not exist today."  So what's being done to make sure it doesn't happen again?  We went looking for answers, and you'll be surprised at what we found.

DETROIT (WJBK) - The Kilpatrick & Co. trial and Michigan weather have a lot in common: If you don't like how things look, stick around.

The past two weeks have provided prime examples.

Former homeless shelter operator (and convicted tax cheat) Jon Rutherford testified one day last week that Bernard Kilpatrick didn't do any work for the $113,000 he was paid as a consultant.

The next day, Rutherford testified that the elder Kilpatrick advised him, tried to shake overdue payments loose from the city-county mental health bureaucracy, and more than earned his keep.

On Monday, Water department contracting honcho Daniel Edwards testified that Kwame Kilpatrick's best bud Bobby Ferguson received multiple change orders on contracts that ended up costing several times their original price.

While Edwards didn't contract himself a la Rutherford on Tuesday, he did acknowledge that other contractors on similar projects had far more change orders than Ferguson and were paid many times more than the cost of their original contracts.

So what gives?

The common denominator is who is asking the questions.

If prosecutors have the floor, Ferguson, the Kilpatricks and former water department chief Victor Mercado did nothing right.

If the defense is up, the four men did nothing wrong.

If there's one thing that seems pretty clear by now, it's that during his time as mayor, Kwame Kilpatrick, like the weather, soaked plenty of folks.

Deciding whether he broke the law, too, is the jury's job.

And based on what we've seen so far, boy oh boy, will they end up earning their 50 bucks a day!
