Chandler police say they've arrested a couple on child neglect charges after learning they had kept their severely disabled 8-year-old son locked in a bathroom alone so they could leave for the evening.
Detective Seth Tyler said Thursday that a maintenance man found the boy after he had used his clothes to clog the toilet and flood the bath.
The boy was naked and standing in two inches of water with the toilet overflowing, the report said.
Police arrested 35-year-old Vu Quang Tran and 34-year-old Siobhan Grogan after they came to the police station to bring the boy clothes and special food.
Tyler says the couple has a healthy 5-year-old daughter and told police they regularly left the boy alone so they could lead a normal life.
Tran and Grogan allegedly told detectives they initially "tested" the boy by "pretending" to leave him alone to see how he would do. They eventually left him home alone "for real."
Tran said he didn't think anything was wrong with doing this because he felt the boy was safe. Grogan said she knew it was a mistake, but that they needed to feel "like a normal family once in a while," according to court documents.
The boy and his sister were turned over to CPS. He has a mental capacity of an 18-month-old, according to court documents.
It isn't clear if the couple have a lawyer.
