Woman Hit By Officer In Video Says She's Angry, Wants Justice

The woman who was seen being hit by a Philadelphia Police Officer in a video says she's angry.

With her daughter translating, she told Fox 29 she hopes justice will be served.

The video surfaced after the 50th Anniversary of the annual Puerto Rican Day Parade.

A parade attendee captured what appears to be a woman being hit by a police officer.  When the woman is whisked away, you can clearly see blood on her face.

Public affairs told FOX 29 on Monday morning that the department was aware of the video and had opened an investigation into the incident that occurred at Fifth Street and Lehigh Avenue.

A department spokesperson told FOX 29 appropriate action will be taken.

Later in the morning came confirmation from police that Lt. Jonathon Josey of the department's Highway Patrol unit has been placed on administrative leave pending the outcome of that investigation.

Eyewitnesses and the person who posted a YouTube video of the incident claim the officer was reacting to water being sprayed on a group of police by someone else. The YouTube clip, which was posted Sunday night, had more than 300 views by lunchtime Monday.

That video shows the woman -- who has a small flag of Puerto Rico in the back of her pants and is carrying a water bottle -- jumping up and down, shouting and pointing near a group of officers. Then, someone else sprays water on the officers from behind the woman. She turns around after apparently getting wet and, as she starts to move away from the approaching officer, is struck in the face by his right hand and in the back of the head by his left as she goes to the ground.

Investigators tell FOX 29's Dave Schratwieser that they're looking at another video from earlier that may show the same woman spraying silly string on officers.

The group of officers had apparently just stopped a car that was doing "burn outs," spinning its tires in the street, during the parade's after-party.

Philadelphia Police Commissioner Charles Ramsey is out of town at a conference. Deputy Police Commissioner Richard Ross called Sunday's incident "disturbing."

Ross said Josey has an exemplary record, but he expressed concern over the apparent hit to the head on the video.

Josey was cleared two years ago when he was off-duty and fatally shot a suspect after a robbery at a 7-Eleven in Lower Merion, Montgomery County.

On Monday afternoon, the executive director of the Council of Spanish Speaking Organizations, Inc.. (Concilio) issued a statement, saying it was clear from the video that a police officer "unnecessarily and brutally struck a woman in the face."

"One of the reasons for Concilio's founding 50 years ago was to combat police brutality such as the assault shown in this video. Even as we celebrate the tremendous advancements of Philadelphia's Hispanic community over the decades, we cannot overlook this episode. We call on the Philadelphia Police Department to fully investigate and take appropriate action," Joanna Otero-Cruz said in the statement.

Concilio says it has no knowledge of what led to the incident.

    NICE EASTER WEEKEND

    The first half of the holiday weekend has been great and Easter Sunday looks just as nice. Clouds thin out late tonight with temperatures falling back to the 40s.

    Initially it'll be jacket weather early Sunday morning but plenty of sunshine will warm us into the 60s by afternoon.  High temperatures will be a few degrees cooler than Saturday.

    It will be noticeably cooler and breezy at the shore with highs in the low 50s.  Quiet conditions continue into Monday.
