Program to crack down on repeat graffiti taggers

Three strikes, and you will be fined. A new graffiti ordinance is targeting repeat taggers.

The pilot is called Graffiti Free Phoenix. It focuses on the area from 43rd to 59th Avenues between McDowell and Camelback Roads.
