PHOENIX - The Arizona State Senate is set to hear a bill on Wednesday that would give married couples priority when it comes to adoptions.
Senator Jack Harper says one of the goals is to make it harder for gays and lesbians to adopt.
He also says that having a married man and woman is the best way to raise children, and he's not apologizing for what the bill is trying to do.
