Lockdown certain capabilities of cell phones if you wish. For example, prevent photos from going through.

Some cell phones allow parents to program every aspect of it. Parents can determine what hours that phone works.

Learn how the phone works and the lingo kids use.

Explain to your kids to not easily give out personal information.
