Video Adds Mystery to Accused Officer's Sexual Advance

PHOENIX -- Surveillance video is being released showing a parking lot where one Phoenix Police officer is accused of making inappropriate sexual advances toward a young woman in a bikini.

It shows the young woman, wearing a bikini and a T-shirt, getting out of a police cruiser and hugging one of the officers. [Press play]

She then goes into a Target store in north Phoenix, as if nothing were wrong. But the officers in the patrol car, John Urban and Michael Cruz, were both fired from the force after an internal investigation.

According to the internal report, Cruz engaged in misconduct with the young woman, who had caused a crash last July.

The woman admitted she had been drinking before the crash, but she says Cruz was "almost propositioning me to get me out of this DUI."

Before dropping her off at the Target, the woman says the officers took her to a secluded school parking lot, where Cruz allegedly grabbed her breast, buttocks, arms, and rubbed her legs and abdomen, all while she was handcuffed.

The woman says Urban did nothing to stop or report the incident.

"I was scared somewhat that I would be raped or something like that, cause I'm there by myself and nobody knows where I'm at," she told investigators.

Urban told a different story. He says the woman was flirting with Cruz. He claimed, "She was the aggressor, pulling on him, saying that she wants to have sex with him inside the police car. She was the aggressor."

When asked if the encounter was consensual, the woman said absolutely not. Cruz had a different response.

Although she was suspected of drunken driving, she was ticketed with something else and dropped off at the store.

The woman herself never lodged a complaint -- Sgt. Thompson says authorities received the information from a second or third source. The woman didn't press charges but Cruz and Urban were fired as a result of the internal affairs report.
